PLANNING BOARD

July 18, 2007

 

 

 

A regular meeting of the Mayfield Planning Board, Town of Mayfield, Fulton County, New York, was held on Wednesday, July 18, 2007 at the Mayfield Municipal Complex 28 North School Street at 7:00pm

 

 

PRESENT

John Vadney, Chairman

Arthur Dahl, Board Member

Nancy Deitch, Board Member

Barney Brower, Board Member

Marilyn Salvione, Board Member

 

 

OTHERS PRESENT: Randy Simonds, Joe Ferraro, Sara Colman, M, John Askew, Charles Van Allen, David Priess, Joe Panalone, Patrick Centore

 

Chairman John Vadney called the meeting to order at 7:00pm

 

 APPROVAL OF MINUTES-A motion was made By Art Dahl and 2nd By Nancy Deitch to accept Minutes of June 20, 2007 meeting with the corrections, that Marilyn Salvione be accused and not absent on June 20th meeting. All in favor

 

SPRINT- SEQR

The SEQR form was discussed and completed. Art Dahl made motion 2nd by Deitch determining that there is no adverse environmental effect. All in favor

 

SIMONDS- SEQR

The SEQR form was discussed and completed. Concerns were brought up on paint environmental disposal and parking arrangements. Art Dahl made motion 2nd by Brower

There is no negative environmental impact since a constructional plan in minimal environmental use. All in favor

OPEN PUBLIC HEARING-Sprint7:30pm

Motion by Brower 2nd by Deitch. All in favor

SPRINT-comments from public

David Priess-has some concerns on the Site Plan Application review SBL# 119-9-10 2755 State Road HWY 30 in Mayfield which is adding 3 antennas to already existing arrays on existing telecommunications tower. He asks that the towers be placed         somewhere else.

 

CLOSE PUBLIC HEARING-SPRINT 7:45pm

Motion by Art Dahl 2nd by Brower to close Public Hearing for Sprint. All in favor

OPEN PUBLIC HEARING-Simonds 7:45pm

Motion by Marilyn Salvione 2nd by Deitch. All in favor

FERRERO- SEQR

The SEQR form was discussed and completed. Art Dahl made motion 2nd by Brower that since the proposal complies with Section 803c of the Zoning Law and there is no negative environmental impact. All in favor

CLOSE PUBLIC HEARING-Simonds 8:00pm

Motion by Deitch 2nd by Salvione. All in favor

Motion by Dahl, 2nd by Brower, to APPROVE the proposed subdivision for SIMONDS. All in favor

OPEN PUBLIC HEARING-Ferrero8:00pm

Motion by Marilyn Salvione 2nd by Deitch, to open public hearing. All in favor

ASKEW- SEQR

The SEQR form was discussed and completed. Salvione made motion 2nd by Brower

To accept the SEQR form. All in favor  Fulton County will be notified of pending action for 239 review determine that there is no negative environmental impact.

 

CLOSE PUBLIC HEARING-Ferrero 8:24pm

Motion by Deitch 2nd by Salvione,to close public hearing. All in favor

 

Motion by Dahl, 2nd by Brower,to APPROVE  the proposed  subdivision for FERRERO. All in favor

OPEN PUBLIC HEARING-Askew 8:25pm

Motion by Brower 2nd by Art Dahl, to open public hearing. All in favor

New Application

Charles Van Allen Site Plan Application review SBL# 150-3-8 .707 HWY 29 in Mayfield. Review of Zoning Law SECTION 402 A2 a motion by Art Dahl 2nd by Brower to EXEMPT SBL#150-3-8 from the Mayfield Subdivision Regulations based on Appendix A Section DD9a). All in favor

 

CLOSE PUBLIC HEARING-Askew  8:44pm

Motion by Deitch 2nd by Salvione, to close public hearing. All in favor

 

 

SPRINT-ASKEW

Motion by Marilyn 2nd by Deitch that the Zoning in Residential (R1), Agricultural (A1), and Commercial (c1) allows for Home Occupation (s) II with site plan review, and approval decisions rest with this Planning Board. Zoning Law (Artix, Section 905, paragraph 14) insists these decisions have "consistency with Town's Comprehensive Plan" This Plan (pp 10-39) identifies community survey inputs, and recommendations.

 

Based upon information from the sources prevesly identified I believe this Board should delay any further action on both the Sprint and Askew proposals for a period of no more than 62 days (until September 18, 2007) as authorized by Zoning Law, Article 1x, Section 106. This extended time will allow Planning Board members opportunity to further investigate the impact of these proposals on the purposes and intent of the Comprehensive Plan, and the Zoning Law. All in favor

 

Planning board will hold a meeting August 1st at 7:00pm.

 

New Application

Patrick Centore Site Plan Application review to open a show room for Business. SBL# 152-6-22.3993 ST HWY 30 in Mayfield. The SEQR form was discussed and completed a motion by Art Dahl 2nd by Brower there is no negative environmental impact since minimal impact on traffic. (3) AYES Dahl, Vadney, Brower  (2) Abstain, Salvione, Deitch

 

Motion by Art 2nd by Brower to have public hearing. (3) AYES Dahl, Vadney, Brower  (2) Abstain, Salvione, Deitch

 

New Application

Nancy Deitch Site Plan Application review for Business. SBL# 103.4-1-28 Ext 2nd Ave.  ST HWY 30 in Mayfield. The SEQR form was discussed and completed a motion by Art 2nd Sby Brower to act as a lead agency for SEQR form. (4) AYES Dahl, Vadney, Brower, Salvione  (1) ANYS  Deitch

Discussed Planning Board Next meeting will be held on August 1, 2007 at 7pm.
