The Town of Mayfield Town Board met on Thursday, November 20, 2008 at the Mayfield Municipal Complex 28 N School Street. The meeting was called to order at 7:00 PM by Supervisor Alan McLain and opened with the Pledge of Allegiance.

 

PRESENT: Alan McLain, Supervisor

                   Richard Argotsinger, Councilman

                   Jack Putman, Councilman

                  Thomas Ruliffson, Councilman

ABSENT: Shawn Humphrey, Councilman

PUBLIC- No one spoke at this time.

 

A presentation was made by Rob Simon of Smith & Simon LLC regarding the proposed  Dave Huckans project of Lakeview Village on Lakeview Road.

 

RES# 149 OPEN SCHEDULED PUBLIC HEARING FOR BROADALBIN FIRE CONTRACT

On motion by Councilman Putman seconded by Councilman Argotsinger the following resolution was ADOPTED 4 AYES (McLain, Argotsinger, Putman, Ruliffson) 1 ABSENT (Humphrey)

RESOLVED that the Mayfield Town Board approves to open the scheduled public hearing for the Broadalbin Fire Contract at 7:15PM.

The certification of publication was read by CEO Mike Stewart.

Supervisor McLain gave a brief highlight of the requested budget.

Kevin Wilcox questioned why the town only gave a 4% increase and not what the contract requested. Also asked the board to reconsider the contract and approve the requested amount. Stated that increase in fuel prices had a lot to do with the requested amount in the contract. Mr. Wilcox stated Broadalbin will not accept this amount for the contract.

 

RES#150 OPEN SCHEDULED PUBLIC HEARING FOR 2009 BUDGET

On motion by Councilman Putman seconded by Councilman Ruliffson the following resolution was ADOPTED 4 AYES (McLain, Argotsinger, Putman, Ruliffson,) 1 ABSENT (Humphrey)

RESOLVED that the Mayfield Town Board approves to open the scheduled public hearing for the 2009 budget at 7:30PM.

The certification of publication was read by CEO Mike Stewart.

Lita Hillier gave a brief highlight of the 2009 budget which included no increase on the town tax rate of 46 cents per thousand.

No one asked to speak on the budget at this time.

 

The public hearings were left open and the town continued with town business.

 

RES# 151 SET PUBLIC HEARING ON THE COLD WAR VETERANS EXEMPTION

On motion by Councilman Ruliffson seconded by Councilman Putman the following resolution was ADOPTED 4 AYES (McLain, Argotsinger, Putman, Ruliffson) 1 ABSENT (Humphrey).

RESOLVED that the Mayfield Town Board approves to set a public hearing on the proposed cold veterans exemption for December 18, 2008 at 7:15PM.

 

RES# 152 SET PUBLIC HEARING FOR THE SENIOR TAX EXEMPTION

On motion by Councilman Argotsinger seconded by Councilman Ruliffson the following resolution was ADOPTED 4 AYES (McLain, Argotsinger, Putman, Ruliffson) 1 ABSENT (Humphrey)

RESOLVED that the Mayfield Town Board approves to set a public hearing on the proposed new Senior Tax Exemption scale for December 18, 2008 at 7:30PM.

 

BUILDING  INSPECTOR- Mike Stewart CEO submitted his monthly report which included 12 permits issued for the month.

 

ASSESSOR- Dorothy Parker reported that the Agricultural & Star Enhanced exemptions have been mailed out.

 

HIGHWAY SUPERINTENDENT- Mel Dopp Highway Superintendent reported the plow trucks are all ready for winter. His new office has been completed and would like to meet with the highway committee next week to review the contract for Beech Street repair work.

 

SUPERVISOR- Supervisor McLain congratulated Councilman Ruliffson on receiving recognition for 25 years of service to the town and village in the political field.

 

RES#153 CLOSE PUBLIC HEARING ON THE 2009 BUDGET

On motion by Councilman Putman seconded by Councilman Argotsinger the following resolution was ADOPTED 4 AYES (McLain, Argotsinger, Putman, Ruliffson) 1 ABSENT (Humphrey)

RESOLVED that the Mayfield Town Board approved to close the public hearing on the proposed town budget for 2009 at 7:55 PM.

 

RES# 154 ADOPTION OF BUDGET 2009

On motion by Councilman Ruliffson seconded by Councilman Argotsinger the following resolution was ADOPTED 3 AYES (McLain, Argotsinger, Ruliffson) 1 NAY (Putman) 1 ABSENT (Humphrey)

RESOLVED that the Mayfield Town Board approves the 2009 preliminary budget as the town budget for 2009

The Town budget is attached at the end of the minutes.

 

Kevin Wilcox again asked the town board to reconsider the contract with the Broadalbin Fire Department  and raise the contract amount to the requested amount of $36,509.

 

RES# 155 CLOSE PUBLIC HEARING ON THE BROADALBIN FIRE CONTRACT

On motion by Councilman Putman seconded by Councilman Argotsinger the following resolution was ADOPTED 4AYES (McLain, Argotsinger, Putman, Ruliffson) 1 ABSENT (Humphrey)

RESOLVED that the Mayfield Town Board approves to close the scheduled public hearing on the Broadalbin Fire Contract at 7:56PM

 

RES# 156 APPROVE BROADALBIN FIRE CONTRACT

On motion by Councilman Argotsinger seconded by Councilman Putman the following resolution was ADOPTED 4 AYES (McLain, Argotsinger, Putman, Ruliffson) 1 ABSENT (Humphrey)

RESOLVED that the Mayfield Town Board approves the Broadalbin Fire Contract in the amount of $35,029.80 for a one year period commencing January 1, 2009.

 

Town Clerks report was submitted with fees collected in A account 143.78 B account 610.00 Decals 38.23

 

RES# 157 APPROVAL OF VOUCHERS

On motion by Councilman Putman seconded by Councilman Argotsinger the following resolution was ADOPTED 4 AYES (McLain, Argotsinger, Putman, Ruliffson) 1 ABSENT (Humphrey)

RESOLVED that the Mayfield Town Board approves the payment of vouchers in the following accounts

Prepaid            vouchers 1-2                            $1,240.13

General Townwide Vouchers 300-346           $22,810.94

General Outside  vouchers 46-50                   $849.16

Highway Townwide vouchers 31-32              $5,028.53

Highway Outside vouchers 152-174              $10,445.55

 

RES# 158 AUTHORIZE SUPERVISOR TO SIGN LANDFILL RENEWAL

On motion by Councilman Ruliffson seconded by Councilman Argotsinger the following resolution was ADOPTED 4 AYES (McLain, Argotsinger, Putman, Ruliffson) 1 ABSENT (Humphrey)

RESOLVED that the Mayfield Town Board authorizes Supervisor McLain to sign the landfill renewal contract as submitted.

 

REMINDERS

Holiday Gathering will be December 18th from 5-7PM

Annual Village Tree lighting December 13th

Town Offices will be closed on November 27th & 28th for Thanksgiving

Supervisor McLain congratulated Historian Betty Tabor on her "39th" Birthday Tomorrow.

 

PUBLIC- Jim Cownie questioned if the board would be announcing the new Board of Assessment member soon.

 

RES# 159 APPOINTMENT OF VINCENT COLETTI TO BOARD OF ASSESSMENT REVIEW

On motion by Councilman Argotsinger seconded by Councilman Putman the following resolution was ADOPTED 4AYES (McLain, Argotsinger, Putman, Ruliffson) 1 ABSENT (Humphrey)

RESOLVED that the Mayfield Town Board approves to appoint Vincent Coletti to the Board of Assessment Review board for a five year term.

 

On motion by Councilman Argotsinger seconded by Councilman Putman the meeting was adjourned at 8:10 PM 4AYES (McLain, Argotsinger, Putman, Ruliffson) 1 ABSENT (Humphrey)
