A regular meeting of the Mayfield Town Board was held on Thursday, September 18, 2008 at the Mayfield Municipal Complex 28 N School Street. The meeting was called to order at 7:00 and opened with the Pledge of Allegiance led by Michael Stewart CEO and a moment of silence was observed for Donald Hallenbeck who served as an assessor for the town and recently passed away.

Shawn Humphrey, Councilman

Jack Putman, Councilman

Thomas Ruliffson, Councilman

 

ABSENT: Richard Argotsinger, Councilman

 

OTHERS PRESENT: Mel Dopp Highway Superintendent, Heather Nellis Recorder, Betty Tabor Historian, Christine Akowitz, Dan Roice, Carl Edwards, Lori Valk, Kayleigh Karutis, Michael Stewart CEO, Carlton Truax, Martha Truax

 

PUBLIC- No one spoke at this time.

 

BUILDING INSPECTOR- Michael Stewart CEO submitted his monthly report which included 11 permits for the month and will be out of the office on October 8,20,21,22 for training.

 

ASSESSOR REPORT- Supervisor McLain reported that Dorothy Parker is the new town Assessor and is very busy cleaning up things that were left undone.

 

HIGHWAY SUPERINTENDENT REPORT- Mel Dopp submitted his monthly report which included that paving of some of yard at the town court has been completed, the new security camera is up, a break down of salt usage  for Co Hwy 123, new mowing tractor ready to go out to bid,

 

RES# 110 APPROVAL TO BID FOR MOWING TRACTOR

On motion by Councilman Putman and seconded by Councilman Ruliffson the following resolution was ADOPTED 4AYES (McLain, Humphrey, Putman, Ruliffson) 1 ABSENT (Argotsinger)

RESOLVED that the Mayfield Town Board approves to bid for a mower tractor with specs to be provided to the town clerk. Bids will be received by the town clerk and opened on October 15, 2008 at 2pm in the town clerk's office.

 

SUPERVISOR'S REPORT- Supervisor McLain reported that NBT will be coming on Friday to install the remote check deposit program and machine.

 

 

RES# 111 APPROVE ICE AND SNOW CONTRACT FOR 2008

On motion by Councilman Putman seconded by Councilman Humphrey the following resolution was ADOPTED by roll call vote

Supervisor McLain AYE

Councilman Humphrey AYE

Councilman Putman AYE

Councilman Ruliffson AYE

Absent Councilman Argotsinger

 

RESOLVED that the Town of Mayfield approve the 2008 snow and ice contract for 2008 - 2009 for $29,550.00 under protest, due to the towns not receiving an increase in the per-mile rate from the county in light or soaring salt and fuel costs to the towns.

 

RES# 112 SET TIME FOR TRICK OR TREATING

On motion by Councilman Humphrey seconded by Councilman Ruliffson the following resolution was ADOPTED 4 AYES (McLain, Humphrey, Putman, Ruliffson) 1 ABSENT (Argotsinger)

RESOLVED that the Mayfield Town Board approves to set Friday October 31st from 6-8 pm as trick or treating for the Town of Mayfield, which follows the same as the Village of Mayfield.

 

TOWN CLERK REPORT was submitted with fees collected in the A account $164.98 B account $445.00 Decals $27.06

 

RES# 113 AMEND 2008 HIGHWAY TOWN OUTSIDE BUDGET

On motion by Councilman Putman seconded by Councilman Humphrey the following resolution was ADOPTED 4 AYES (McLain, Humphrey, Putman, Ruliffson) 1 ABSENT (Argotsinger)

RESOLVED to amend the 2008 Highway Town Outside Budget to use CHIPS Aid to be received from the NYS Thruway Authority toward expenses incurred as follows:

DB510- Estimated Revenues                                     $27,671.19

             (DB3501- CHIPS Aid)

DB960- Appropriations

            (DB5112.2- CHIPS  Improvements)              $27,671.19

 

Budget Workshop was set for Thursday September 25th at 7PM.

 

PUBLIC- Carl Edwards, town beach maintainence worker questioned what articles that are still at the beach and where they need to be placed for the winter.  Also asked the board to consider at budget time to raising the Senior Plus Club's  annual amount from $2,500.00 to $ 3,500.

 

OLD BUSINESS- Carlton & Martha Truax addressed the board about a ditch on their property that they would like cleaned out. They had attended a meeting about 2 years ago regarding this.  They had to get permission from DEC to disturb the property because it may be considered wetlands.  They have received this permission and are back requesting the town to do the work. There is a question of whether the town is responsible for cleaning this ditch as it is on private property. It has been turned over to the highway committee to research.

 

RES# 144 APPROVAL OF VOUCHERS

On motion by Councilman Putman seconded by Councilman Humphrey the following resolution was ADOPTED 4 AYES (McLain, Humphrey, Putman, Ruliffson) 1 ABSENT (Argotsinger)

RESOLVED that the Mayfield Town Board approves the payment of vouchers in the following accounts

General Townwide  vouchers 273-298                                   $17,218.75

General Outside       vouchers 36-39                                      $1,146.35

Highway  Outside    vouchers 127-135                                 $56,708.13

 

On motion by Councilman Putman and seconded by Councilman Humphrey the meeting was adjourned at 7:35PM.
