A regular meeting of the Mayfield Town Board was held on Thursday, April 17, 2008 at the Mayfield Municipal Complex 28 North Main Street, Mayfield, NY. The meeting was called to order at 7:00 PM and opened with the Pledge of Allegiance led by Supervisor McLain.

 

PRESENT:

Alan McLain, Supervisor

Richard Argotsinger, Councilman

Shawn Humphrey, Councilman

Jack Putman, Councilman

 

ABSENT: Tom Ruliffson, Councilman

 

OTHERS PRESENT: Walt Ryan, Mike Stewart CEO, Shaun Hime, Myrna Hallenbeck, Kathi Hillock Assessor, Betty Tabor Historian, Carol Hart, Mel Dopp Highway Superintendent, Scott McGlochin, Kayleigh Karutis Leader- Herald, Christy Gifford

 

 

PUBLIC- Shawn Hime addressed the board regarding outdoor boilers. He has asked his neighbor not to burn garbage in it and it is placed right on the property line, which causes the smoke to come right over to his house, making it so that they cannot open their windows or sit on their porch.

Scott McLaughlin addressed the board regarding property he purchase on Bellen Road and asked about zoning reclassification to commercial. He was advised to submit a request in writing to the board to start the procedure.

 

A presentation was given on the updated zoning proposals by Planning Board Chairman Walter Ryan.

Chairman Ryan recommended a letter be sent by the town to each property owner that would be affected by the changes.

Supervisor McLain thanked Chairman Ryan for all the work the Planning Board has done. He wanted the board members to think about the changes and discuss them more before setting a public hearing.

 

RES# 56 ACCEPT RESIGNATION OF NANCY DEITCH FROM PLANNING BOARD

On motion by Councilman Argotsinger and seconded by Councilman Putman the following resolution was ADOPTED 4 AYE (McLain, Argotsinger, Humphrey, Putman) 1 ABSENT (Ruliffson)

The Mayfield Town Board approved to accept the resignation, with regret, of Nancy Deitch from the Planning Board effective immediately.

 

BUILDING INSPECTOR REPORT- Mike Stewart CEO submitted his monthly report which included 8 permits issued and did 2 unsafe building reports.

 

 

RES# 57 DECLARE UNSAFE HOUSES

On motion by Councilman Argotsinger and Councilman Humphrey the following resolution was ADOPTED 4 AYES (McLain, Argotsinger, Humphrey, Putman) 1 ABSENT (Ruliffson)

 

The Mayfield Town Board approves to declare SBL45.3-1-31 and SBL45.3-1-30 as unsafe houses in the Town of Mayfield.

 

ASSESSOR REPORT- Kathi Hillock Assessor submitted her monthly report and stated the equalization rate would be at 67%. Also she would be out of the office May 5-7 as she is attending a school board conference in South Carolina.

 

HIGHWAY SUPERINTENDENT REPORT- Mel Dopp Highway Superintendent submitted his monthly report which included receiving a paving bid from Steve Miller for paving Bushnell Road while they are working on the bridge. The ramp that is used for clean up days has been widened; NYMIR did a safety check at the highway department. Bids for tree cutting on Bemis Road will be opened at 2:30 on Friday. Also Proper Road will be closed due to water across the road.

 

RES# 58 AUTHORIZE TO ADVERTISE FOR BIDS FOR PAVING OF ROADS

On motion by Councilman Putman and Councilman Humphrey the following resolution was ADOPTED 4 AYES (McLain, Argotsinger, Humphrey, Putman) 1 NAY (Ruliffson)

 

The Mayfield Town Board authorizes to advertise for bids for paving of Kettle Road, Berry Road and Lakeview Road. Bids are due and will be opened on May 13th at 2PM.

 

SUPERVISOR REPORT- Supervisor McLain reported waiting to hear on the annexation project from Attorney Greco. Bushnell Road Bridge looks good and Betty Tabor, Town Historian,  was recognized as a certified historian by New York State.

 

RES# 59 STREET LIGHT REQUEST DENIED

On motion by Councilman Putman and Councilman Argotsinger the following resolution was ADOPTED 4 AYES (Mc Lain, Argotsinger, Humphrey, Putman) 1 ABSENT (Ruliffson)

 The Mayfield Town Board approved the recommendation of the highway committee to deny a request for a street light at the intersection of Woody Lane and St Hwy 29A after much discussion.

 

RES# 60 APPOINTMENT OF AMY GOBEL AS ASSISTANT BEACH DIRECTOR

On motion by Councilman Argotsinger and Councilman Humphrey the following resolution was ADOPTED 4 AYE (McLain, Argotsinger, Humphrey, Putman) 1 ABSENT (Ruliffson)

 

The Mayfield Town Board approves the appointment of Amy Gobel as assistant beach director on a voluntary basis.

RES# 61 APPROVAL OF PAYMENT OF VOUCHERS

On motion by Councilman Putman and Councilman Argotsinger the following resolution was ADOPTED 4 AYE (McLain, Argotsinger, Humphrey, Putman) 1 ABSENT (Ruliffson)

 

The Mayfield Town Board approves the payment of vouchers in the following accounts

General Townwide A- vouchers 105-141                     $16,496.09

General Outside B- vouchers 15-18                              $500.04

Highway Townwide DA vouchers 24-29                      $17,720.58

Highway Outside DB vouchers 44-55               $2,649.47

 

RES# 62 MOVE INTO EXECUTIVE SESSION

On motion by Councilman Argotsinger and Councilman Humphrey the following resolution was ADOPTED 4 AYE (McLain, Argotsinger, Humphrey, Putman) 1 ABSENT (Ruliffson)

 

The Mayfield Town Board approves to move into executive session at 8:30 PM to discuss the teamster's union contract.

 

RES# 63 MOVE OUT OF EXECUTIVE SESSION

On motion by Councilman Putman and Councilman Humphrey the following resolution was ADOPTED 4 AYE (McLain, Argotsinger, Humphrey, Putman) 1 ABSENT (Ruliffson)

 

The Mayfield Town Board approves to move out of executive session and back into regular session at 9:04 PM.

No action was taken in executive session.

 

On motion by Councilman Argotsinger and Councilman Humphrey the meeting was adjourned at 9:05 PM. 4 AYE (McLain, Argotsinger, Humphrey, Putman) 1 ABSENT (Ruliffson)
