A regular meeting of the Mayfield Town Board was held on Thursday, January 17, 2008 at the Mayfield Municipal Complex 28 North School Street. The meeting was called to order at 7:00 PM and opened with the Pledge of Allegiance led by Supervisor McLain.

 

PRESENT

Alan McLain, Supervisor

Richard Argotsinger, Councilman

Shawn Humphrey, Councilman

Jack Putman, Councilman

Tom Ruliffson, Councilman

 

OTHERS PRESENT: Mayor Harvey Hart, Bill Guido, Betty Tabor Historian, Mel Dopp Highway Superintendent, Kathi Hillock Assessor, Chris Bechard Leader- Herald, Mike Stewart CEO, Jim Cownie

 

PUBLIC- Mayor Hart asked if the village can still build a highway garage at the town highway department.  The board wanted to know what size building they are seeking and more details about it before proceeding, but was interested in a joint venture for this.  The mayor will get back to the board with this information.

 

FINANCIAL

The Town Clerk's report was submitted with fees collected in the following accounts-

 A fees $155.35 B fees $9464.50 Decals $1.05

 

COMMITTEE REPORTS

INVENTORY- Councilman Argotsinger reported all department heads were given inventory sheets due back by February 15th, and most have been returned.

 

DEPARTMENT REPORTS

BUILDING INSPECTOR- Mike Stewart CEO submitted his monthly report which included 10 permits issued for the month with $1,749.50 in fees collected.

 

ASSESSOR - Kathi Hillock Assessor welcomed the two new board members and stated she was working on the senior exemptions.  She also handed in her monthly report.

 

SUPERVISOR- Herb McLain Supervisor reported that the Postal Service will be meeting in 1-2 weeks to decide a final plan for a new facility at 13 N. School Street.

Cheryl Gifford has been working on the census.

Huckans request - The supervisor recommended the board authorize him to sign the easement agreement when it is approved by town attorney Greco.

 

RES # 32 AUTHORIZE SUPERVISOR TO SIGN EASEMENT PENDING APPROVAL FROM TOWN ATTORNEY

On motion by Councilman Ruliffson and seconded by Councilman Argotsinger the following resolution was ADOPTED 5AYES (McLain, Argotsinger, Humphrey, Putman, Ruliffson) 0 NAY

 

RESOLVED that the Mayfield Town Board approves to authorize Supervisor McLain to sign the easement contract pending approval from the town attorney.

 

HIGHWAY SUPERINTENDENT- Mel Dopp Highway Superintendent passed out a January calendar of things he plans to do this month, a description of work completed, old items that he would like to get rid off, and revised garbage routes.  Also reported that an OPP refresher course was held for all MEO's, and two village employees attended as well.  National Grid will be taking a tree down on Vandenburgh Point Road. The highway employees have been painting and cleaning.  Specs for a new ¾ ton truck was reviewed and the highway superintendent asked that the town go to bid for the vehicle which is in the budget for this year. He also complimented the employees on working together and accomplishing a lot in the short time he's been here.

Councilman Argotsinger complimented the sanitation workers for going up one side of St Hwy 29 and coming down the other instead of crossing side to side.

 

 RES # 33 AUTHORIZE HIGHWAY SUPERINTENDENT TO ADVERTISE FOR TRUCK

On motion by Councilman Putman seconded by Councilman Argotsinger the following resolution was ADOPTED 5 AYES (McLain, Argotsinger, Humphrey, Putman, Ruliffson) 0 NAY.

 

RESOLVED that the Mayfield Town Board approves to authorize the Highway Superintendent to advertise for bids on a 2008, ¾ ton pick up with plow.

 

RES# 34 AUTHORIZE TOWN CLERK TO PURCHASE MONITOR FOR COMPUTER

On motion by Councilman Argotsinger seconded by Councilman Humphrey the following resolution was ADOPTED 5 AYES (McLain, Argotsinger, Putman, Ruliffson) 0 NAY

 

RESOLVED that the Mayfield Town Board authorizes Town Clerk Dorothy Hart to purchase a new Acer 17 inch LCD monitor at a cost of $185.00.

 

PUBLIC/ OTHER

Councilman Putman requested that the minutes of January 3, 2008 be corrected on Resolution #14 miscellaneous appointments. He casted a nay vote.

 

RES # 34 MOVE INTO EXECUTIVE SESSION

On motion by Councilman Ruliffson seconded by Councilman Putman the following resolution was ADOPTED 5 AYES (McLain, Argotsinger, Humphrey, Putman, Ruliffson) 0 NAY

 

RESOLVED that the Mayfield Town Board approves to move into executive session for the purpose of negotiations and employee work history at 7:40 PM.

 

RES # 35 MOVE OUT OF EXECUTIVE SESSION

On motion by Councilman Putman seconded by Councilman Argotsinger the following resolution was ADOPTED 5 AYES (McLain, Argotsinger, Humphrey, Putman, Ruliffson) 0 NAY

 

RESOLVED that the Mayfield Town Board approves to move out of executive session and back into regular session at 8:16PM with no action being taken in executive session.

 

RES# 36 AUTHORIZE TO ADVERTISE FOR SURPLUS EQUIPMENT

On motion by Councilman Argotsinger seconded by Councilman Putman the following resolution was ADOPTED 5 AYES (McLain, Argotsinget, Humphrey, Putman, Ruliffson) 0 NAY

 

RESOLVED that the Mayfield Town Board authorizes to advertise for 6 tires, a1973 Bucket truck, and a 1990 Ford F350 pick up.

 

RES# 37 APPROVAL OF VOUCHERS

On motion by Councilman Argotsinger seconded by Councilman Putman the following resolution was ADOPTED 5 AYES (McLain, Argotsinger, Humphrey, Putman, Ruliffson) 0 NAY

 

RESOLVED that the Mayfield Town Board approves the payment of vouchers in the following accounts.

General Townwide                   vouchers 1-21                          $11,959.04

General Outside                        vouchers 1-7                            $2,271.53

Highway Townwide               vouchers 1-4                               $17,755.66

Highway Outside                      vouchers 1-14                          $3,721.43

 

On motion by Councilman Argotsinger seconded by Councilman Putman the meeting was adjourned at 8:50 5 AYES (McLain, Argotsinger, Humphrey, Putman, Ruliffson) 0 NAY.
