A regular meeting of the Mayfield Town Board was held on Thursday, November 1, 2007 at the Mayfield Municipal Complex 28 North School Street.
The meeting was called to order at 7:00 PM and opened with the Pledge of Allegiance led by Supervisor McLain.

COMMITTEE REPORTS/ UPDATES
Councilman Ryan reported on the recent meeting that Councilman Putman & he had attended with the Planning board on zoning changes and felt it was a good meeting. The board will meet again to go over the recommendations.
Councilman Argotsinger questioned why the sanitation workers were using both trucks. Supervisor McLain reported that the routes absolutely need to be reviewed and some changes need to be made as it has been told to him that it is impossible for the drivers to get to solid waste and can't get the whole route on with one truck on certain days.
Councilman Argotsinger reported that he had received the report from Precision Environmental on the contaminated soil at the highway garage. The report stated they tested the large pile and they believe it meets the DEC standards which would allow the town to dispose of it somewhere on town property, maybe the old Mayfield landfill, rather than taking it to the county landfill and having to pay the landfill costs as has been the practice in the past. The small pile was ok'd for transfer to the county landfill. The board directed the supervisor to call Precision and have them present their findings to DEC to see if they will allow us to remove the pile and place it on town property instead of the landfill.
Councilman Argotsinger made a request that the third person on the entity for the Right to Farm Law perhaps should be a designee from the town board. A small discussion followed with Councilwoman Sieg to send a draft of the law to Supervisor McLain, who will forward to the town attorney for review.
Supervisor McLain reported that he had received a quote from Fraser & Associates for a basic study on a sewer & water district for the Lakeside Drive / Paradise Point area project for $2,000.00 A discussion followed.
RES# 132 AUTHORIZE SUPERVISOR TO SIGN CONTRACT
On motion by Councilman Ryan and seconded by Councilman Argotsinger the following resolution was ADOPTED 5 AYES (McLain, Argotsinger, Putman, Ryan, Sieg) 0 NAY
RESOLVED that the Mayfield Town Board authorizes Supervisor McLain to sign contract with Fraser & Associates for a basic study for a sewer & water district in the amount of $2,000.00
RES # 133 APPOINTMENT OF BARRIE HAMPTON
On motion by Councilwoman Sieg and seconded by Councilman Ryan the following resolution was ADOPTED 5 YAES (McLain, Argotsinger, Ryan, Putman, Sieg) 0 NAY
RESOLVED that the Mayfield Town Board approves to appoint Barrie Hampton to the assessment review board for a term of 11/1/07-09/30/2012.
RES # 134 OPEN PUBLIC HEARING ON PRELIMINARY BUDGET
On motion by Councilman Putman and seconded by Councilwoman Sieg the following resolution was ADOPTED 5 AYES (McLain, Argotsinger, Putman, Ryan, Sieg) 0 NAY
RESOLVED that the Mayfield Town Board approves to open the scheduled public hearing on the 2008 preliminary budget at 7:30 PM.
Clerk Dorothy Hart read the publication notice.
The public hearing was left open and the town continued with town business.
Supervisor McLain reported that the tax rate will remain the same as 2007.
Supervisor McLain reported that Highway Superintendent Elect Mel Dopp has obtained some road sign from the state DOT at no cost which were discarded.
Councilman Ryan reported that he has been made aware of a request that is forthcoming on the Dave Huckans property on Lakeview Road. A discussion followed.
RES# 135 CLOSE PUBLIC HEARING
On motion by Councilwoman Sieg and seconded by Councilman Argotsinger the following resolution was ADOPTED 5 AYES (McLain, Argotsinger, Putman, Ryan, Sieg) 0 NAY
RESOLVED that the Mayfield Town Board approves to close the public hearing on the 2008 preliminary budget at 7:55 PM.
Bill Guido questioned the progress of Bushnell Road Bridge and was updated.
Councilman Putman suggested that the agricultural zones on the zoning map be deleted and turned into residential zones. A small discussion followed.
Supervisor McLain reported that the town offices will be closed on Monday, November 5 as the fire district is replacing the furnaces in the building.
