A regular meeting of the Mayfield Town Board was held on Thursday, October 18, 2007 at the Mayfield Municipal Complex 28 North School Street, Village of Mayfield.

The meeting was called to order at 7:00 PM and opened with the Pledge of Allegiance led by Supervisor Alan McLain.

 

PRESENT

Alan McLain, Supervisor

Richard Argotsinger, Councilman

Jack Putman, Councilman

Walter Ryan, Councilman

Kathy Sieg, Councilwoman

 

OTHERS PRESENT: Tom Ruliffson Highway Superintendent, Mel Dopp, Bill Guido, Mike Stewart CEO, Kathi Hillock Assessor, Lita Hillier Budget Director.

 

PUBLIC- No one spoke at this time.

 

The tentative budget was reviewed with some changes outlined by Supervisor McLain.

Lita Hillier answered any questioned that arose from the board and submitted the preliminary budge to the town clerk.

 

RES# 127 ACCEPTANCE OF PRELIMINARY BUDGET

On motion by Councilwoman Sieg and seconded by Councilman Argotsinger the following resolution was ADOPTED 5 AYES (McLain, Argotsinger, Putman, Ryan, Sieg) 0 NAY

RESOLVED that the Mayfield Town Board accepts the preliminary budget for the town.

 

RES# 128 SET PUBLIC HEARING FOR FIRE CONTRACT

On motion by Councilman Argotsinger and seconded by Councilman Ryan the following resolution was ADOPTED 5 AYES (McLain, Argotsinger, Putman, Ryan, Sieg) 0 NAY

RESOLVED that the Mayfield Town Board accepts to set a public hearing on the Broadalbin Kenneyetto Fire Department contract in the amount of $33,681.80 for November 15th at 7:15PM.

 

RES# 129 SET PUBLIC HEARING FOR PRELIMINARY BUDGET

On motion by Councilwoman Sieg and seconded by Councilman Argotsinger the following resolution was ADOPTED 5 AYES (McLain, Argotsinger, Putman, Ryan, Sieg) 0 NAY.

RESOLVED that the Mayfield Town Board accepts to set a public hearing on the preliminary budget on November 1st at 7:30 PM.

 

RES# 130 BUDGET TRANFERS

On motion by Councilman Ryan and seconded by Councilwoman Sieg the following resolution was ADOPTED 5 AYES (McLain, Argotsinger, Putman, Ryan, Sieg) 0 NAY

RESOLVED that the Mayfield Town Board approves the following necessary budget transfer

TO: A1110.4- Justice C.E.                        $798.51

FROM: A1990.4- Contingent                      $798.51

 

RES# 131 APPROVAL OF VOUCHERS

On motion by Councilwoman Sieg and seconded by Councilman Ryan the following resolution was ADOPTED 5 AYES (McLain, Argotsinger, Putman, Ryan, Sieg) 0 NAYS

RESOLVED that the Mayfield Town Board approves the payment of vouchers in the following accounts.

General Townwide A vouchers 271-297                       $27,220.85

General Outside B        vouchers 71-79                        $2,424.03

Highway Outside DB vouchers 151-168                       $85,313.57

 

The Town Clerk's report was submitted with fees collected in the following accounts A fees 157.90 B fees $666.93 Decals $53.95

 

Department Reports

Highway Superintendent Report- Tom Ruliffson Highway Superintendent reported that the bridge on Bushnell Road is coming along and the company is doing a nice job.

Tom also reported that he is going over all the equipment to make sure everything is in top shape for the new Highway Superintendent. He also thanked the board for doing a wonderful job on the budget and has 75 days to go before retiring.

 

Building Inspector Report- Mike Stewart CEO submitted his monthly report which included 10 permits issued for the month of September and has received plans for 2 buildings for Mark Murphy.

 

Assessor Report- Kathi Hillock Assessor reported on the proposed veteran's cold war 1945-1991 exemption.

 

Supervisor's Report- Supervisor McLain reported that a traffic light will be installed at the corner of St Hwy 30 & 30A.

Also the town has received a notice of claim from the accident that occurred at the intersection of St Hwy 29 & 29A.

Supervisor McLain asked permission to use the beach phone with the expense to be taken from the supervisor's C.E. account and permission was granted by the board.

Supervisor McLain explained a meeting held recently with county planning director Jim Mraz and supervisors from Broadalbin, Perth, and Northampton to discuss requesting the county apply for a grant to fund a study for the feasibility of creating a sewer district to cover the four towns.

 

RES# 132 REQUESTING FULTON COUNTY SPONSOR GRANT REQUEST

On a motion by Councilman Ryan, seconded by Councilwoman Sieg the following resolution was adopted 5 AYES ( McLain, Ryan, Sieg, Argotsinger, Putman) 0 NAYS

RESOLVED that the Town Board requests Fulton County sponsor an application for grant funds for a sewer feasibility study covering the towns of Mayfield, Broadalbin, Perth, and Northampton.

 

COMMITTEE REPORTS / UPDATES

Councilman Argotsinger questioned if the landfill had received the soil analyzes.

Councilman Putman reported that he and Councilman Ryan would be meeting on October 22nd with members of the Zoning Board, Planning Board and Mike Stewart CEO to make changes to the zoning law.

A small discussion was held on the proposed roundabout on State Highway 29&30.

 

PUBLIC- Bill Guido reported that the Mayfield Fire Department has responded to 100 calls more than Perth Fire Department and our tax rate would be decreasing.
