A regular meeting of the Mayfield Town Board was held on Thursday, July 19, 2007 at the Mayfield Municipal Complex 28 North School Street. The meeting was called to order at 7:00 PM by Supervisor McLain and opened the Pledge of Allegiance.

Mike DeLilli of 229 Brower Road advised the board of the run off from the road that runs down his driveway and into his garage and basement. He asked for suggestions from the board. The Highway Committee and Highway Superintendent will visit the property.

 

DEPARTMENT REPORTS

HIGHWAY- Tom Ruliffson Highway Superintendent asked about the gate at the beach. A discussion followed on the improvements at the beach since the gate is locked at night. The board decided to get a substantial heavy gate to put up and Tom Ruliffson Highway Superintendent will get a price from Broadalbin Manufacturing for a heavy gate.

 

BUILDING INSPECTOR- Mike Stewart CEO submitted his monthly report which included 19 permits.

 

ASSESSOR REPORT- Kathi Hillock Assessor submitted her monthly report and explained about the star rebate process for this year.

 

SUPERVISOR REPORT- Herb McLain Supervisor reported that he had received a letter from Soil & Water that Bob Ambrosino could serve on the Right To Farm committee. A report from the Great Sacandaga Lake coliform monitoring program was received. A letter was received from Hudson River Black River regulating District thanking the town for letting them use the building for meetings. Councilman Ryan reported that many recommendations were made to the district.

A request for a refund due to illness and not being able to do the project he was permitted for, in the amount of  $100.00,  for John Lawrence of 142 Beech St., for a building permit was approved.

Supervisor McLain presented a request from Oak Construction Group, the company awarded the contract for the Bushnell Road Culvert Rehabilitation Project for the town to consider allowing them to substitute a cast-in-place concrete structure for the precast concrete three sided structure that is detailed in the contract plans. Erik LeClair, Project Manager from WSA Group PE-PC, the town's engineering firm, is recommending the town not grant the change for several reasons which he had outlined in a letter as well as a conversation he had with the supervisor. The town board unanimously agreed and directed Supervisor McLain to send a letter reiterating same.

 

RES# 95 APPROVE BUILDIN PERMIT REFUND

On motion by Councilman Ryan and seconded by Councilman Argotsinger the following resolution was ADOPTED 5 AYES (McLain, Argotsinger, Putman, Ryan, Sieg) 0 NAYS

RESOLVED that the Mayfield Town Board approves to refund $100.00 to John Lawrence of Beech Street for a building permit.

 

Supervisor McLain reported that he had received a visit from resident Jack Hahn on Vandenburgh Point Rd Ext as well as a letter from the Vandenburgh Point Homeowners Association requesting a speed bump because people are speeding on the road. He asked the board about the possibility of putting a speed bump on the road. Highway superintendent Ruliffson, and Councilman Ryan commented that placing speed bumps could only be placed in the summer and have to be removed before snow plowing began, and this would be not be practical.  A lengthy discussion followed with the board rejecting the request.

 

RES# 96 APPROVE CAITLYN SUBIK AS LIFEGUARD

On motion by Councilwoman Sieg and seconded by Councilman Ryan the following resolution was ADOPTED 5 AYES (McLain, Argotsinger, Putman, Ryan, Sieg) 0 NAY

RESOLVED that the Mayfield Town Board approves to hire Caitlyn Subik as a lifeguard at the town beach at $9.80 per hour.

 

Supervisor McLain reported a dumpster will be here for the Bannertown Fair instead of the town having to have the garbage truck come down.

 

RES# 97 APPROVE ICE & SNOW CONTRACT

On motion by Councilman Putman and seconded by Councilman Argotsinger the following resolution was ADOPTED 5 AYES (McLain, Argotsinger, Putman, Ryan, Sieg) 0 NAY

RESOLVED that the Mayfield Town Board approves the ice& snow contract with the county for 5.91 miles at an amount of $29,550.

 

COMMITTEE REPORTS

CULVERT POLICY- Councilman Ryan reported that the policy committee had a recommendation to the board concerning culvert replacement or installation.

 

RES# 98 ADOPTION OF CULVERT POLICY

On motion by Councilwoman Sieg and seconded by Councilman Argotsinger the following resolution was ADOPTED 5 AYES (McLain, Argotsinger, Putman, Ryan, Sieg) 0 NAY

RESOLVED that the Mayfield Town Board approves to adopt a culvert policy effective immediately. Driveways connecting private property to a public road are the financial responsibility of the property owner. This includes all necessary grading, gravel, and culverts for construction and future maintenance. The following specifications will apply as the driveway crosses the Town of Mayfield right of way (side of road):

1. Driveway may not block a ditch which carries water at any time during the year.

2. Culvert pipes must be corrugated steel or plastic, a minimum of 12" in diameter and 20' in length.

3. Culvert pipe shall be covered by a minimum of 12" of item 4 gravel or equivalent.

4. All driveways are subject to approval by the Town of Mayfield Highway Superintendent.

 

NEPOTISM POLICY UPDATE- Supervisor McLain reported he had some samples and Councilman Ryan and Councilman Putman had worked on a policy. The committee will continue work on a policy and report back at the next meeting.

NEW BUSINESS-Mayor Harvey Hart asked the board to consider having a committee look at the options of having the village build a highway garage at the town highway facility. A discussion followed on the size of the building the village would need. Councilman Ryan reported he would like the whole town board to be involved in this. A further discussion was held on hiring an engineer to look at the project. Councilman Ryan will contact Steve Smith for a price quote, and the town and village will split the cost.

 

FINANCIAL

Town Clerk's report was submitted with fees collected in the A account $1429.31 Decals $2.38 B account $1511.58

 

RES# 99 APPROVAL OF VOUCHERS

On motion by Councilman Sieg and seconded by Councilman Putman the following resolution was ADOPTED 5 AYES (McLain, Argotsinger, Putman, Ryan, Sieg) 0 NAYS

RESOLVED that the Mayfield Town Board approves the payment of vouchers in the following accounts

General Townwide  vouchers 196-227             $17,580.64

General Outside       vouchers 52-60                             $913.98

Highway Outside     vouchers 101-112             $52,074.93

PUBLIC/ OTHER

Bill Guido thanked Councilman Ryan for all his work on the HRBRRD meetings.

Supervisor McLain gave an update on the Bushnell Road Bridge project.

 

RES# 100 ACCEPT RECOMMENDATION FROM WATER & SEWER COMMITTEE

On motion by Councilwoman Sieg and seconded by Councilman Argotsinger the following resolution was ADOPTED 4 AYES (McLain, Argotsinger, Ryan, Sieg) 1 NAY (Putman)

RESOLVED that the Mayfield Town Board approves the recommendation of the water & sewer committee to continue the process of establishing sewer and or water districts with in the Town of Mayfield. It was decided to contact Fraser and Associates for a quote.

 

The next monthly board meeting will be moved to August 23rd at 7PM due to the Bannertown Fair be held on August 16th.

 

RES# 101 MOVE INTO EXECUTIVE SESSION

On motion by Councilwoman Sieg and seconded by Councilman Argotsinger the following resolution was ADOPTED 5 AYES (McLain, Argotsinger, Putman, Ryan, Sieg) 0 NAY

RESOLVED that the Mayfield Town Board approves to move into executive session at 8:25PM for the purpose of work history on an employee.

 

RES# 102 MOVE OUT OF EXECUTIVE SESSION

On motion by Councilwoman Sieg and seconded by Councilman Argotsinger the following resolution was ADOPTED 5 AYES (McLain, Argotsinger, Putman, Ryan, Sieg) 0 NAY

RESOLVED that the Mayfield Town Board approves to move out of executive session and back into regular session at 9:43PM.
