A regular meeting of the Mayfield Town Board was held on Thursday, March 15, 2007 at the Mayfield Municipal Complex 28 North School Street.

The meeting was called to order at 7:00 PM and opened with the Pledge of Allegiance led by Supervisor Alan McLain.

DEPARTMENT REPORTS

HIGHWAY- Tom Ruliffson Highway Superintendent reported that 2 bids have been received for a mower. Jack Putman Councilman opened the bids which were Randall $6,086 and H&M Equipment $5,994.

 

RES# 52 APPROVAL TO PURCHASE WOODS MOWER

On motion by Councilman Ryan and seconded by Councilman Argotsinger the following resolution was ADOPTED 4 AYES (McLain, Ryan, Argotsinger, Putman) 1 ABSENT (Sieg) 0 NAYS

 

RESOLVED that the Mayfield Town Board approves to purchase a Woods Mower S105W Model with a ditch bank rotary cutter with front and rear shielding from H& M Equipment in the amount of $5,994.00

 

Supervisor McLain questioned if something could be done with Bushnell Road before blacktopping season as he had several complaints and visited the road and it is very bad. He asked if a temporary patching job could be done in the meantime. Superintendent Ruliffson will see what can be done.

 

CODE ENFORCEMENT REPORT- Mike Stewart CEO submitted his monthly report which includes renovations at Town Court which have been started.

 

RES# 53 SET PUBLIC HEARING ON PROPOSED LOCAL LAW # 2 OF 2007

On motion by Councilman Ryan and seconded by Councilman Argotsinger the following resolution was ADOPTED 4 AYES (McLain, Ryan, Argotsinger, Putman) 1 ABSENT (Sieg) 0 NAYS

 

RESOLVED that the Mayfield Town Board approves to set a public hearing on April 5, 2007 at 7:15PM on proposed local law #2 of 2007 a local law providing for the administration and enforcement of the New York State uniform fire prevention and Building Code.

 

SUPERVISOR REPORT- Supervisor McLain reported that a meeting has been tentatively scheduled for April 9th at Mayfield Central School, pending their approval,  for NYS DOT. It will be an informational meeting regarding the projects at the intersection of Rte 30 and 29, as well as replacement of the bridge on Rte 155 in Vail Mills scheduled for 2008.

 

Engineers were up last week to visit the old Village Hall, still a possible site for the new post office.

 

BEACH- Councilman Ryan and Councilman Argotsinger will be meeting to start on beach preparations.

 

Councilman Ryan reported that he had attended the Fire Commissioner's meeting and they declined to reimburse the town for the fire proofing of 2 storage rooms. A spirited discussion followed. Councilman Ryan recommended that the town pay the $3,900 for the fire proofing, which is mandated by the state anyway.

 

RES# 54 APPROVAL TO FIRE PROOF STORAGE ROOM

On motion by Councilman Ryan and seconded by Councilman Argotsinger the following resolution was ADOPTED 4 AYES (McLain, Ryan, Argotsinger, Putman) 1 ABSENT (Sieg) 0 NAYS

 

RESOLVED that the Mayfield Town Board approves to have the two storage rooms fire proofed at the town's expense.

 

Lakeside Drive Water Line- Scott Thomas gave a brief history of the water line on Lakeside Drive. Carol Brown reported that it includes 9 homes. A discussion followed with Councilman Ryan to contact Engineer Steve Smith to see what has been done by his firm for those nine homeowners so far, and Supervisor McLain will contact Attorney Greco to see what the town needs to do to set up a water district, as well as speak with the county planning department.

 

FINANCIAL

Town Clerk's report was submitted with fees collected in the A account $562.84 B account $241.09 Decals .28

 

RES# 55 APPROVAL OF VOUCHERS

On motion by Councilman Ryan and seconded by Councilman Argotsinger the following resolution was ADOPTED 4 AYES (McLain, Ryan, Argotsinger, Putman) 1 ABSENT (Sieg) 0 NAYS

 

RESOLVED that the Mayfield Town Board approves the payment of vouchers in the following accounts

General Townwide                               vouchers 64-91                        $38,112.25

General Outside                                    vouchers 22-26                        $404.49

Highway Townwide                              vouchers8-9                             $22,298.00

Highway Outside                                  vouchers 21-33                        $2,441.89

 

RES# 56 MOVE INTO EXECUTIVE SESSION

On motion by Councilman Putman and seconded by Councilman Argotsinger the following resolution was ADOPTED 4 AYES (McLain, Ryan, Argotsinger, Putman) 1 ABSENT (Sieg) 0 NAYS

 

RESOLVED that the Mayfield Town Board approves to move out of regular session and into executive session at 8:10 PM for the purpose of National Grid legal issue.

 

RES# 57 MOVE OUT OF EXECUTIVE SESSION

On motion by Councilman Ryan and seconded by Councilman Argotsinger the following resolution was ADOPTED 4 AYES (McLain, Ryan, Argotsinger, Putman) 1 ABSENT (Sieg) 0 NAYS

 

RESOLVED that the Mayfield Town Board approve to move out of executive session and back into regular session at 9:06 PM.

 

On motion by Councilman Putman and seconded by Supervisor McLain the meeting was adjourned at 9:07 PM. 4 AYES (McLain, Ryan, Argotsinger, Putman) 1 ABSENT (Sieg) 0 NAYS
