Body:

A regular meeting of the Mayfield Town Board was held on Thursday, November 2,2006 at the Municipal Complex 28 North School Street, Village of Mayfield.

The meeting was called to order at 7:00 PM and opened with the Pledge of allegiance led by Supervisor Alan McLain.


PRESENT

Jack Putman, Councilman


OTHERS PRESENT: Bob Ambrosino, Greg Hitchcock Leader- Herald, Betty Tabor Historian, Jim Cownie, Lita Hillier Budget Director, Tom Ruliffson Highway Superintendent.


PUBLIC- Jim Cownie reported that Fred Frye would be contacting the town regarding using the room to prepare taxes for the senior citizens during tax season.


COMMITTEE REPORTS/ UPDATES

Bob Ambrosino from the Fulton County Soil Conservation reported that he had visited the drainage site in question on North Main Street and explained his findings and recommendations to the board. A lengthy discussion followed, and the board decided the town was not responsible for entering private property to fix the ditch on the private property in question, but directed the Highway Superintendent to make sure the culvert running under N. Main Street was free of dirt and derbis and operating correctly.


A letter was received from Mr. Constantine Linardakis regarding a ditch issue on VanDenburgh Point Road. Mr. Ambrosino reported that he had visited the area in the past and gave his recommendations to the board.  After much discussion, the board agreed it is not the responsibility of the town to change the culvert under the road in question because the private property in question has drainage issues.


RES# 176 OPEN PUBLIC HEARING ON FIRE DISTRICT CONTRACT

On motion by Councilman Putman and seconded by Councilwoman Sieg the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Argotsinger, Putman) 0 NAYS


RESOLVED that the Mayfield Town Board approves to open the public hearing on the Fire Protection Contract with Broadalbin Kennyetto Fire Department at 7:30PM

.

Dorothy Hart Town Clerk read the certificate of publication. The public hearing was left open and the town continued with town business.


Supervisor McLain reported that the town had received the signed contract from the fire district regarding the paving of the parking lot and the Highway Department could start that project as soon as it wants.


Supervisor McLain reported that he had emailed the fire district regarding the heating problems in the building, and lighting issues near our entrance door.  A small discussion followed.


HIGHWAY COMMITTEE-

Councilman Putman reported that the Highway Committee had met and opened the bids for the surplus equipment on Tuesday, October 31st at 1PM.


RES# 177 APPROVE BIDS FOR SURPLUS EQUIPMENT

On motion by Councilman Putman and seconded by Councilman Ryan the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Argotsinger, Putman) 0 NAYS


RESOLVED that the Mayfield Town Board approves the following bids for surplus equipment.

Edward Dybas 3927 St Hwy 30 Amsterdam, New York bid $300.00 on the Woods Rotary Mower Offset.

Robert Garrew Box 12 Sprakers, New York 12166 bid $510.00 on the 1971 Ford Tank truck.


Councilman Ryan reported that the water & sewer committee had met, but he was unable to attend.


BEACH-

Supervisor McLain reported that a window had been smashed and locks were cut at the beach. A small discussion followed and it was decided not to replace the locks as they would be cut also. The gate will be left open, but the driveway and parking lot will not be cleared of snow this season.


RES# 178 APPROVAL OF MINUTES

On motion by Councilwoman Sieg and seconded by Councilman Putman the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Argotsinger, Putman) 0 NAYS


RESOLVED that the Mayfield Town Board approves the minutes of October 5, 2006 and October 19, 2006 as submitted.


CULVERT POLICY

Councilman Ryan started discussion regarding the policy regarding new driveways on town roads.  Supervisor McLain asked the Policy Committee of Mr. Putman and Mrs. Sieg to investigate this a report back next meeting possibly with a recommendation.


PROGRESS ROAD & 29

Councilman Argotsinger questioned if the posts and fence that have been put up are on the town right of way and was concerned about the snowplow hitting these. A small discussion followed with Tom Ruliffson Highway Superintendent to visit the area.


BUDGET WORKSHOP-

Lita Hillier answered questions from the board on the preliminary budget.


RES# 179 CLOSE PUBLIC HEARING ON FIRE PROTECTION CONTRACT

On motion by Councilwoman Sieg and seconded by Councilman Argotsinger the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Argotsinger, Putman) 0 NAYS


RESOLVED that the Mayfield Town Board approves to close the public hearing at 8:12 PM. on the fire protection contract.


RES# 180 ADOPT BUDGET FOR 2007

On motion by Councilman Argotsinger and seconded by Councilwoman Sieg the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Argotsinger, Putman) 0 NAYS


RESOLVED that the Mayfield Town Board adopts the 2007 preliminary budget as the budget for 2007. The 2007 Town of Mayfield Budget to follow at the end of the minutes of November 3, 2006.


Supervisor McLain thanked the board and Bookkeeper Lita Hillier for all the work on the budget.


HEALTH INSURANCE-

Supervisor McLain presented the board with a proposal to give the Sanitation employees and the secretary to the Supervisor the same health insurance coverage as others who work the same hours. 90% single and 50% family.


RES #181 CHANGE TO HEALTH INSURANCE POLICY


On motion of Councilwoman Sieg and seconded by Councilman Ryan the following resolution was ADOPTED 4 AYES (McLain, Ryan, Sieg, Argotsinger) 1 NAY (Putman)


RESOLVED that the sanitation employees who work a minimum 28 hours per week, and the secretary to the supervisor receive the following health insurance benefits, beginning imeadiately;

Covered 90% for single coverage and 50% family plan coverage.


RES# 182 ADOPTION OF FIRE CONTRACT

On motion by Councilwoman Sieg and seconded by Councilman Putman the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Argotsinger, Putman)


RESOLVED that the Mayfield Town Board approves to accept the fire protection contract with the Broadalbin Kennyetto Fire Department in the sum of $37,512.00 effective January 1, 2007- December 31, 2007.


PUBLIC/ OTHERS

Supervisor McLain reported that the ground lease for the Post Office has been signed and returned.

Tom Ruliffson Highway Superintendent reported that most of the contaminated soil has been trucked to Mud Road.

Supervisor McLain thanked Tom Ruliffson and the highway employees who worked on Sunday to repair damage from the flooding last weekend, and for the work on the new curbing at the municipal complex.
