Body:

A regular meeting of the Mayfield Town Board was held on Thursday, October 5, 2006 at the Municipal Building 28 North School Street, Village of Mayfield.

The meeting was called to order at 7:00PM by Supervisor Alan McLain and opened with the Pledge of Allegiance led by Supervisor McLain.

OTHERS PRESENT: Greg Hitchcock Leader- Herald, James Cownie, Clayton Smith, Bill Guido, Mike Stewart CEO, Tom Ruliffson Highway Superintendent, Kathi Hillock Assessor


PUBLIC- Bill Guido questioned the status of the Bushnell Road Bridge.


COMMITTEE REPORTS

SURPLUS EQUIPMENT- Councilman Putman reported that the Highway committee had met and reviewed the bids that had been received. The recommendation of the Highway Committee was to reject the bid for the 1971 Ford truck due to not meeting the minimum bid.


RES# 149 APPROVE BIDS FOR SURPLUS EQUIPMENT

On motion by Councilman Argotsinger and seconded by Councilwoman Sieg the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Argotsinger, Putman) 0 NAYS


RESOLVED that the Mayfield Town Board approves to accept the bid of $300.00 for 1983 John Deere rotary mower 6ft and the 1988 Mack dump truck with a bid of $10,502.00


RES# 150 APPROVE TO RE-BID SURPLUS EQUIPMENT

On motion by Councilwoman Sieg and seconded by Councilman Ryan the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Argotsinger, Putman) 0 NAYS


RESOLVED that the Mayfield Town Board approves to rebid the remaining surplus equipment items by lowering the minimum bid on the recommendation of the Highway Committee and the Highway Superintendent.


A discussion was held on the agreement between the village and the town regarding the tipping fee for the village garbage.

Councilman Putman questioned paving the roads with the extra chip money.

Councilman Ryan questioned Tom Ruliffson Highway Superintendent on what roads he planned to do and when.

RES# 151 APPROVE TO TRANSFER CHIPS MONEY

On motion by Councilman Ryan and seconded by Councilwoman Sieg the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Argotsinger, Putman) 0 NAYS


RESOLVED that the Mayfield Town Board approves to transfer $80,000 from the CHIPS Aid account, DB3501 to the paving appropriations DB5112.2.


RES #152 APPROVAL TO SEND ZONING LAW CHANGES TO ATTORNEY

On motion by Councilman Ryan and seconded by Councilwoman Sieg the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Argotsinger, Putman) 0 NAYS


RESOLVED that the Mayfield Town Board approves to send the zoning law changes to Attorney Zamulis, Zoning Attorney.


RES# 153 SET PUBLIC HEARINGFOR JUNKYARD CHANGES

On motion by Councilman Ryan and seconded by Councilwoman Sieg the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Argotsinger, Putman) 0 NAYS


RESOLVED that the Mayfield Town Board approves to set a public hearing for October 19th at 7:30PM for the purpose of changes to the junkyard law.


RES# 154 SET CLEAN UP DAYS FOR SPRING

On motion by Councilwoman Sieg and seconded by Councilman Argotsinger the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Argotsinger, Putman) 0 NAYS


RESOLVED that the Mayfield Town Board approves to set May 17-19, 2007 as spring clean up days.


RES# 155 APPROVAL TO SIGN JOINT GRANT APPLICATION WITH FIRE DISTRICT

On motion by Councilwoman Sieg and seconded by Councilman Argotsinger the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Argotsinger, Putman) 0 NAYS


RESOLVED that the Mayfield Town Board approves to sign a joint grant application with the Fire District.


RES# 156 TEMPORARY EASEMENT ON LAKESIDE DRIVE

On motion by Councilwoman Sieg and seconded by Councilman Ryan the following

resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Argotsinger, Putman) 0 NAYS


RESOLVED that the Mayfield Town Board approves the temporary easement on approval from the town attorney for replacement or repair to a water line on Lakeside Drive.

A letter from Mr. Thomas was read by Supervisor McLain regarding lifesaving effort by Mr. Robert Hussain.


REMINDERS

Budget Workshop- Monday, October 9th at 6:30 PM.


PUBLIC-

Tom Ruliffson, Highway Superintendent reported that he had met with APA regarding the North Main Street property. A discussion followed on the subject.


ASSESSOR REPORT- Kathi Hillock Assessor reported that her clerk Donna Hillreigel is leaving. The office will close on October 18th at12 noon while she attends an assessorís meeting. Also the office will be closed on Friday, October 27th while she attends a school board conference.


RES# 157 MOVE INTO EXECUTIVE SESSION

On motion by Councilwoman Sieg and seconded by Councilman Putman the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Argotsinger, Putman) 0 NAYS


RESOLVED that the Mayfield Town Board approves to move into executive session at 7:45PM for the purpose of contract negotiations and personel.


RES# 158 MOVE OUT OF EXECUTIVE SESSION

On motion by Councilwoman Sieg and seconded by Councilman Putman the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Argotsinger, Putman) 0 NAYS


RESOLVED that the Mayfield Town Board approves to move out of executive session and back into regular session at 8:15PM.


The board agreed to advertise for the position of secretary to the Supervisor , but not limit the ad to town of Mayfield residents only.


RES # 159 SET DATES FOR SURPLUS EQUIPMENT BID OPENING

On motion by Councilman Putman and seconded by Councilman Argotsinger the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Argotsinger, Putman) 0 NAYS


RESOLVED that the Mayfield Town board approves to set Tuesday, October 31st at 12 noon for bids to be in and opened at 1:00 PM.


Councilman Ryan and Supervisor expressed opposition to the idea of giving money to the Gloversville Library. A discussion followed with the board unanimously agreeing not to put money in our budget for this purpose.


On motion by Councilman Argotsinger and seconded by Councilwoman Sieg the meeting was adjourned at 8:30PM 5AYES (McLain, Ryan, Sieg, Argotsinger, Putman) 0 NAYS
