A regular meeting of the Mayfield Town Board was held on Thursday, May 18, 2006 at the Mayfield Municipal Building 28 North School Street, Village of Mayfield


PRESENT:

Alan McLain., Supervisor

Walt Ryan, Councilman

Kathy Sieg, Councilwoman

Jack Putman, Councilman

Richard Argotsinger, Councilman


OTHERS PRESENT: Betty Tabor Historian, Myrna Hallenbeck, Kathi Hillock Assessor, Mike Stewart CEO, Jim Cownie, Tom Ruliffson Highway Superintendent, Attorney Carm Greco.


The meeting was called to order at 7:00 pm by Supervisor McLain and was opened with the Pledge of Allegiance led by Mike Stewart.


PUBLIC- No one spoke at this time.


RES#88 MOVE INTO EXECUTIVE SESSION

On motion by Councilman Ryan and seconded by Councilman Argotsinger the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Argotsinger, Putman) 0 NAYS


RESOLVED that the Mayfield Town Board approves to move into executive session at 7:16 pm for the purpose to discuss litigation with Attorney Greco and assessor Kathi Hillock and Health Insurance contract.


RES#89 MOVE OUT OF EXECUTIVE SESSION AND BACK INTO REGUAR SESSION

On motion by Councilman Putman and seconded by Councilwoman Sieg the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Argotsinger, Putman) 0 NAYS


RESOLVED that the Mayfield Town Board approves to move out of executive session and back into regular session at 8:08 pm.


Mayor Gregg Deitch gave a presentation on water and sewer expansion in the town, and asked the board to consider establishing a town water and sewer district for expansion in the town.


DEPARTMENT REPORTS

HIGHWAY SUPERINTENDENT REPORT- Tom Ruliffson Highway Superintendent reported a $10,000.00 increase in CHIPS money this year. Also asked if he could purchase a new water truck because ours is inoperable. Hope Fire Department has two fire trucks for sale at $1100.00 each. Supervisor McLain will check on the availability of the old fire truck at the high school first and if it is not available Tome can pursue one from Hope to purchase.


RES# 90 APPROVAL OF SPENDING $1100.00 ON WATER TRUCK

On motion by Councilman Ryan and seconded by Councilman Putman the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Argotsinger, Putman) 0 NAYS


RESOLVED that the Mayfield Town Board approves to allow Tom Ruliffson Highway Superintendent spend $1100.00 on a water truck from Hope Fire Department.


BUILDING INSPECTOR REPORT- Mike Stewart CEO submitted his monthly report which included 20 permits issued for the month.


ASSESSOR REPORT- Kathi Hillock submitted her monthly report which included Grievance Day is Tuesday May 23rd and the office will be closed to extend their holiday weekend on Friday May 26th.


SUPERVISOR REPORT- Supervisor McLain reported on the Rte 30 corridor study and that on June 8th from 4-7pm there will be a public informational seminar at the Perth Senior Center. He encouraged any board member as well as CEO Stewart, and the planning board members to attend because of the effects this will have on the town in the near and far future.


BUILDING COMMITTEE- Councilman Ryan spoke regarding the letter from the fire district regarding curbing. They had concerns with curbing between the two buildings but were ok with curbing near the road out front. Councilman Ryan will seek another price from the low bidder without the footage between the two buildings.


COMMITTEE REPORTS/ UPDATES

Councilman Argotsinger and Councilwoman Sieg reported they will have a Right to Farm Law completed for the board to consider at the next meeting.


BEACH COMMITTEE- Councilwoman Sieg reported that a special request had been received for use at the beach. The request was made to use the beach for a wedding and reception on June 24th. After much discussion the request was denied for several reasons, including the town’s liability. Councilwoman Sieg will notify the person who made the request and follow up with a letter.


RES# 91 DENY USE OF BEACH

On motion by Councilman Argotsinger and seconded by Councilman Ryan the following resolution was APPROVED 5 AYES ( McLain, Ryan, Sieg, Argotsinger, Putman) 0 NAYS


RESOLVED that the Mayfield Town Board approves to deny use of beach for a wedding and reception on June 24th at the Mayfield Town Beach.


Councilwoman Sieg gave a list of people the committee interviewed for beach positions and recommended for approval to hire for 2006.


RES# 92 APPROVAL OF BEACH STAFF FOR 2006

On motion by Councilman Argotsinger and seconded by Councilman Ryan the following  resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Argotsinger, Putman) 0 NAYS


RESOLVED that the Mayfield Town Board approves the appointment of the following staff for the beach for the 2006 season.

RES# 93 APPROVAL OF DOG CONTROL REPORT

On motion by Councilman Ryan and seconded by Councilwoman Sieg the following resolution was ADOPTED 5 AYES ( McLain, Ryan, Sieg, Argotsinger, Putman) 0 NAYS


RESOLVED that the Mayfield Town Board approves the dog control officer report as submitted.


FINANCIAL REPORT

TWON CLERK REPORT was submitted with fees collected in the A account $406.64 B account $1620.60 Decals $5.53


RES# 94 APPROVAL OF PAYMENT OF VOUCHERS

On motion by Councilman Ryan and seconded by Councilwoman Sieg the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Argotsinger, Putman) 0 NAYS


RESOLVED that the Mayfield Town Board approves the payment of vouchers in the following accounts

RES# 95 APPROVAL OF MINUTES OF 04/20/2006

0n motion by Councilwoman Sieg and seconded by Councilman Argotsinger the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Argotsinger, Putman) 0 NAYS


RESOLVED that the Mayfield Town Board approves the minutes of April 20, 2006 as submitted.


PUBLIC/ OTHER

Supervisor McLain reported that Kelly Tomlinson of Kelly’s Kafe has donated the old “Lee’s Diner” sign to the Historical Society. He thanked Town Historian Betty Tabor for her hard work in obtaining this. Supervisor McLain will send a thank you note to Kelly.


On motion by Councilman Ryan and seconded by Councilman Putman the meeting was adjourned at 9:30pm 5 AYES (McLain, Ryan, Sieg, Argotsinger, Putman) 0 NAYS.
