Body:

A regular meeting of the Mayfield Town Board was held on Thursday, May 4, 2006 at the Mayfield Municipal Building 28 North School Street.


PRESENT

Herb McLain, Supervisor

Walt Ryan, Councilman

Kathy Sieg, Councilwoman

Richard Argotsinger, Councilman

Jack Putman, Councilman


OTHERS PRESENT: Mike Stewart CEO, Bill Guido, Jason Subik Leader- Herald, Betty Tabor Historian, Myrna Hallenbeck, Tom Ruliffson Highway Superintendent.


The Pledge of Allegiance was led by Supervisor McLain.


PUBLIC- No one spoke at this time.


SUPERVISOR REPORT-

Supervisor McLain reported that he had spoken with Mr. Riley from the US Postal Service regarding the possibility of the post office moving to the Village Hall, and it is still status quo.

A letter had been sent to Jane Potts, dog control officer

A letter had been sent to Bronson Moore, Fulton County Highway Superintendent, requesting a stop sign at Co 158 and 29, as requested by the board.

Supervisor McLain reported that the accounting of records had been completed and accepted by the board, and all departments accounted for were found to be in order. 


RES# 81 ACCEPTANCE OF ACCOUNTING OF RECORDS

On motion by Councilman Putman and seconded by Councilwoman Sieg the following resolution was ADOPTED 5AYES (McLain, Ryan, Sieg, Argotsinger, Putman) 0 NAYS


RESOLVED that the Mayfield Town Board approves the acceptance of the accounting of records.


Supervisor McLain reported that the town clerk had recently attended a conference and had taken the New York state notary exam and was working on an award to become a registered municipal clerk. If she was to receive this honor it would be the first time the town of Mayfield had a registered municipal clerk. He commended her for taking the extra time to


BEACH- Councilwoman Sieg reported that interviews would be held soon for the remaining lifeguard positions.

Tom Ruliffson, Highway Superintendent questioned if the road could be graded. A small discussion followed.


HIGHWAY COMMITTEE- Councilman Argotsinger reported that he had met with Mr. Murphy regarding the turn around on Fritz Lane and Mr. Murphy would complete the request in the very near future.


Tom Ruliffson, Highway Superintendent reported on the recent damage to Dennie Road caused by the rain storm on April 23rd. Supervisor McLain commended the Highway Department for their quick response in repairing the damage with very little inconvenience to residents.


RES# 82 APPROVE HIGHWAY WORK AND PAVING FOR SEVERAL ROADS

On motion by Councilman Ryan and seconded by Councilman Putman the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Argotsinger, Putman) 0 NAYS


RESOLVED that the Mayfield Town Board approves highway work and paving to begin on Nine Mile Tree Road for a distance of ¾ mile, second avenue for a distance of 1 mile, Bushnell Road for a distance of ½ mile, Gilbert Road for a distance of ½ mile, Sunrise Drive for a distance of ½ mile, Christie Road for a distance of 1 ½ mile, Wolf Road for a distance of ½ mile, Warren Road for a distance of 1 mile, Yates Road for a distance of 1 mile, Blowers Road for a distance of 1.25 miles, Bradt Road for a distance of .20 miles and Ferguson Road for a distance of .20 miles.


Tom Ruliffson Highway Superintendent questioned the board on getting a step for the back of the garbage truck. A discussion followed on this and was advised to check with Broadalbin Manufacturing to get a price for doing the work.


RES# 83 MOVE INTO EXECUTIVE SESSION

On motion by Councilman Ryan and seconded by Councilwoman Sieg the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Argotsinger, Putman) 0 NAYS


RESOLVED that the Mayfield Town Board approves to move into executive session at 7:20PM for the purpose of discussing the engineering for Bushnell Road Bridge.


RES# 84 MOVE INTO REGULAR SESSION

On motion by Councilwoman Sieg and seconded by Councilman Argotsinger the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Argotsinger, Putman) 0 NAYS


RESOLVED that the Mayfield Town Board approve to move out of executive session and back into regular session at 7:36 PM.


RES# 85 APPROVE WIBUR SMITH ASSOCIATES FOR ENGINEERING SERVICES FOR BUSHNELL ROAD BRIDGE

On motion by Councilman Putman and seconded by Councilman Argotsinger the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Argotsinger, Putman) 0 NAYS


RESOLVED that the Mayfield Town Board approves with the approval from the town attorney to hire Wilbur Smith Associates for engineering work for the Bushnell Road Bridge at a cost of $18,200.




RES# 86 APPROVE BELL ENGINEERING FOR ELEVATOR WORK

On motion by Councilman Argotsinger and seconded by Councilman Ryan the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Argotsinger, Putman) 0 NAYS


RESOLVED that the Mayfield Town Board authorizes Supervisor McLain to hire the lowest bidder, Bell Engineering, for engineering services for the elevator project at the Municipal Building at a cost of $3,800.00 pending approval of the Fire District.


Supervisor McLain reported that Lorna Malik had measured for blinds for the clerk’s office, deputy clerk’s office and supervisor’s office.


Supervisor McLain reported that he had received a letter from the Zoning Board of Appeals that it is officially recommending to the Mayfield Town Board to amend Local Law 2 0f 2005 Section 301 subsection 301-13:C-1 to allow, with Site Plan Review, subsection 301-1 (R1 permitted uses and subsection 301-2 (R1 site plan uses), within the C-1 areas.


PUBLIC/ OTHER- Betty Tabor, Historian reminded the public of the Niles Annual Easter Egg Hunt. This will be the 72nd year and will be held on May 7th at the Rice Homestead.


Supervisor McLain reported that the website has been updated.

A discussion was held on having the road side clean up program with bags and trash pickers available at the town clerk’s office.


RES# 87 APPROVE MINUTES OF APRIL 6TH AS SUBMITTED

On motion by Councilwoman Sieg and seconded by Councilman Argotsinger the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Argotsinger, Putman) 0 NAYS


RESOLVED that the Mayfield Town Board approves the minutes of April 6, 2006 as submitted.


On motion by Councilman Ryan and seconded by Councilman Putman the meeting was adjourned at 7:50 PM 5 AYES (McLain, Ryan, Sieg, Argotsinger, Putman) 0 NAYS
