Body:

A regular meeting of the Mayfield Town Board was held on Thursday, April 6, 2006 at the Mayfield Municipal Building 28 North School Street.


PRESENT

OTHERS PRESENT: Tom Ruliffson Highway Superintendent, Kathi Hillock Assessor, Jane Potts, James Cownie, Bill Guido, Mike Stewart CEO, Myrna Hallenbeck, Jason Subik Leader- Herald


The Pledge of Allegiance was led by Alan McLain, Supervisor.


PUBLIC- Myrna Hallenbeck questioned the Supervisor if he had spoken with the administrator at the Fulton County Regional Health Care Facility.


Bill Guido questioned on the status of the bridge repair at Bushnell Road.


Diane Woske of the Fulton County Solid Waste gave a presentation on new items in the recycling program.


ASSESSOR REPORT- Kathi Hillock gave her monthly report. A discussion was held on changing grievance day. It was decided to leave the date the same (May 23) for 2006.


CORRESPONDENCE

A letter was received from the Planning Board and Zoning Board of Appeals asking the town to consider extending the review period on the zoning law until May 31, 2006.

A discussion was held on this.


RES# 66 EXTEND PROPOSED ZONING LAW CHANGES UNTIL MAY 31, 2006

On motion by Councilwoman Sieg and seconded by Councilman Argotsinger the following resolution was ADOPTED.

RESOLVED that the Mayfield Town Board approves to extend the deadline for the Planning Board to May 31st for changes to the zoning law.


A letter was received from Mr. Muddle and members of the Zoning Board of Appeals requesting the board to set a site plan review fee of $35.00.


RES# 67 ACCEPT PROPOSAL FROM BELL ENGINEERING

On motion by Councilman Ryan and seconded by Councilman Argotsinger the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Putman, Argotsinger) 0 NAYS.


RESOLVED that the Mayfield Town Board approves to contract with Bell Engineering in the amount of $3800.00 to do the bid packages for the elevator.


Michael Stewart CEO has issued a building permit for the State Police Barrack’s on St Hwy 30 in the Village of Mayfield.


Supervisor McLain reported that he had received a letter from Mayor Deitch requesting the town planning board take over the village. A discussion followed with the board requesting that the supervisor check with the town attorney on this and report back.


A change in the zoning law was discussed after receiving a letter from Mr. & Mrs. Lander asking for a change in the law to allow residential use in a commercial zone. They would like the change for a piece of property on Delaney Road.  A recommendation from the planning board for this use was also received. The board will wait until all recommendations for changes in the zoning law are received and do them all together.


Mr. Riley from the Postal service notified the town he had received the material the town had sent him and was awaiting proposed building size back. He would contact the town to visit the Village hall.

Councilman Ryan questioned if the town had heard back from Attorney Greco on the questions that had been submitted to him at an earlier meeting.  Supervisor McLain will call him regarding this and report back.


RES# 68 APPROVE TO INSTALL WINDOWS IN CLERK’S AND DEPUTY CLERK’S OFFICE

On motion by Councilman Ryan and seconded by Councilwoman Sieg the following

Resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Putman, Argotsinger) 0 NAYS


RESOLVED that the Mayfield Town Board approves to install windows in the clerk’s and deputy clerks at an estimated cost of $650.00 pending approval by the fire district.


COMMITTEE REPORTS

BEACH REPORT- Councilwoman Sieg reported that she was working on an application thru the Army Corp of Engineering for a maintenance permit to put sand on the beach.


HIGHWAY COMMITTEE- Councilman Argotsinger reported he had met with Mr. Murphy on Fritz Lane and had drafted a letter for Supervisor McLain to look over and  send to Mr. Murphy. Councilman Putman also reported residents have called him regarding the intersection of Rt. 29 & Co Hwy 158.  After some discussion the Supervisor was requested to send a letter to the County asking a stop sign be placed there instead of the present yield sign.


Councilman Ryan reported that a proposed bid for the curbing from Steve Miller Inc.had been received at an amount of $11,900. A small discussion followed.


Councilman Putman discussed the proposed information received for the new single axle plow truck that was put into the 2006 budget. A discussion followed on whether to go state bid or to bid elsewhere.


The Dog Control Report was submitted.


RES# 69 APPROVAL OF MINUTES

On motion by Councilwoman Sieg and seconded by Councilman Putman the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg. Putman, Argotsinger) 0 NAYS


RESOLVED that the Mayfield Town Board approves the minutes of March 2, 2006 and March 16, 2006 as submitted.


RES# 70 MOVE INTO EXECUTIVE SESSION

On motion by Councilman Ryan and seconded by Councilwoman Sieg the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Putman, Argotsinger) 0 NAYS


RESOLVED that the Mayfield Town Board approves to move into executive session at 8:30 PM for the purpose of health insurance contract.


RES#71 MOVE OUT OF EXECUTIVE SESSION

On motion by Councilman Ryan and seconded by Councilwoman Sieg the following resolution was ADOPTED 5 AYES (Mclain, Ryan, Sieg, Putman, Argotsinger) 0 NAYS


RESOLVED that the Mayfield Town Board approves to move out of executive session and back into regular session at 9:22 PM.


RES# 72 APPOINT JONATHAN BECKER AS SUBSTUTE FOR SANITATION DEPARTMENT

On motion by Councilman Ryan and seconded by Councilwoman Sieg the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Putman, Argotsinger) 0 NAYS


RESOLVED that the Mayfield Town Board approves the appointment of Jonathan Becker as substitute sanitation worker  at a rate of $11.66 per hour.


On motion by Councilman Ryan and seconded by Councilman Putman the meeting was adjourned at 9:35PM 5AYES (Mclain, Ryan, Sieg, Putman, Argotsinger) 0 NAYS
