Body:

A regular meeting of the Mayfield Town Board was held on Thursday, February 16, 2006 at the Mayfield Municipal Building 28 North School Street.

 

PRESENT

Jack Putman, Councilman

Richard Argotsinger, Councilman

 

OTHERS PRESENT: Kim Lander, Chuck Lander, Betty Tabor Historian, Kathi Hillock Assessor, Tom Ruliffson Highway Superintendent, Jane Potts DCO, Myrna Hallenbeck, Attorney Carm Greco

 

The meeting was called to order at 7:00 PM and opened with the Pledge of Allegiance led by Supervisor McLain.

 

PUBLIC- No one spoke at this time.

 

HIGHWAY SUPERINTENDENT REPORT- Tom Ruliffson Highway Superintendent reported that all the zoning signs have been put up.

 

The Mayfield Village Board approved Town of Mayfield request to offer village public works employees an opportunity to work on an "as needed" basis for the Town sanitation department.  The village employees declined the offer at this time.   The town board approved two other names offered by the town highway

 

RES# 36 APPOINTMENT OF JAMES TOWN & RANDY VAN NOSTRAND AS PART TIME SANITATION WORKERS

On motion by Councilman Putman and seconded by Councilwoman Sieg the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Putman, Argotsinger) 0 NAYS

 

RESOLVED that the Mayfield Town Board approve the appointment of James Town and Randy Van Nostrand as part time sanitation workers with CDL licenses at a rate of 13.92 per hour.

 

 

Tom Ruliffson highway Superintendent reported that he will be on vacation from February 18th – 26th.

 

ASSESSOR REPORT- Kathi Hillock assessor reported she had attended a meeting recently with Real Property on our equalization rate. Our preliminary rate for 2007 is 79%. Kathi recommended the assessment review board attend the training in Saratoga County.

Kathi also reported that the office had mailed out second reminders to senior citizens that have not returned their exemption forms.

 

BUILDING INSPECTOR’S REPORT- Mike Stewart CEO reported that a couple on Delaney Road had approached him regarding why the property was zoned commercial. They had wished to sub divide the property. A discussion followed.

Councilman Ryan recommended the couple attend a zoning board of appeals meeting on this.

 

ATTORNEY’S REPORT- Attorney Greco introduced himself to Supervisor McLain, Councilman Putman and Councilman Argotsinger. Also reported that all legal work is up to date for the town.

A discussion was held on moving the post office to the village hall.  Attorney Greco will look into the procedure needed to offer the old village hall

to the postal service.

 

BUILDING INSPECTOR’S REPORT- Mike Stewart CEO reported that he has issued three permits for the month and gave a brief update on the remodeling project requested at the town court. A discussion followed.  Councilman Ryan stated he wished to table the discussion until a future meeting.

 

Councilman Ryan reported on the catch basins and paving for the parking lot at the Municipal Building. A lengthy discussion was held on ideas for the parking area.

Councilman Putman suggested paving the parking area and then sees what happens. CEO Stewart reminded the board about the cost of the elevator that will be needed before too long, plus other on-going construction. Supervisor McLain remarked he would rather see the focus of energy and financial resources used to finish the work inside the building before doing any more on the outside parking area.  The board agreed that the focus should be the inside renovations being finished and the offices settled in where they will be permanently located first.

 

INVENTORY REPORT- Councilman Putman reported that the inventory forms have been returned from all departments except the justices, as they had just received theirs.

 

Councilwoman Sieg and Councilman Ryan attended the Fire Commissioners meeting on ideas for renovation for offices. The commissioners are formed a committee to discuss the options with our committee members and will report back. Councilwoman Sieg reported if she didn’t hear from them by next Tuesday or Wednesday, she would call them to get discussions started.

 

RES# 37 AUTHORIZE SUPERVISOR TO CHANGE POLLING PLACE FROM VILLAGE HALL

On motion by Councilman Ryan and seconded by Councilwoman Sieg the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Putman, Argotsinger) 0 NAYS

 

RESOLVED that the Mayfield Town Board authorizes Supervisor McLain to draft and send a letter to the Board of Elections to change the polling place from 13 North School Street to 28 North School Street.

 

RES# 38 AUTHORIZE SUPERVISOR TO SEND LETTER IN SUPPORT OF BILL

On motion by Councilman Ryan and seconded by Councilman Argotsinger the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Putman, Argotsinger) 0 NAYS

 

RESOLVED that the Mayfield Town Board authorizes Supervisor McLain to submit a letter supporting the bill in the state legislature regarding the State Civil Practice Law

 

RES# 39 AUTHORIZE DONATION TO GREAT SACANDAGA LAKE FISH STOCKING PROGRAM

On motion by Councilman Ryan and seconded by Councilwoman Sieg the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Putman, Argotsinger) 0 NAYS

 

RESOLVED that the Mayfield Town Board authorizes Supervisor McLain to make an $800.00 donation to the great Sacandaga Fish Stock Project from account A8989.4

 

RES# 40 APPROVE SUPPORT EFFORT TO BRING POST OFFICE TO DOWNTOWN MAYFIELD

On motion by Councilwoman Sieg and seconded by Councilman Putman the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Putman, Argotsinger) 0 NAYS

 

RESOLVED that the Mayfield Town Board approve to support the effort to bring the post office to downtown Mayfield.

 

RES# 41 ACCEPT RESIGNATION OF DEPUTY CLERK

On motion by Councilwoman Sieg and seconded by Councilman Argotsinger the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Putman, Argotsinger) 0 NAYS

 

RESOLVED that the Mayfield Town Board approves the resignation, with regret, of Cindy Ostrander as deputy town clerk, planning board clerk and zoning board of appeals clerk.

 

RES# 42 APPROVE VILLAGE OF MAYFIELD AS YOUTH COMMISSION ADMINISTRATOR

On motion by Councilwoman Sieg and seconded by Councilman Ryan the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Putman, Argotsinger) 0 NAYS

 

RESOLVED that the Mayfield Town Board approves for the Village of Mayfield to be the administrator for the youth commission.

 

RES# 43 APPOINT INEZ BECKER AND KATHY CANARY AS DEPUTY CLERKS

            On motion by Councilman Putman and seconded by Councilman Argotsinger the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Putman, Argotsinger) 0 NAYS

 

RESOLVED that the Mayfield Town Board approves the appointment of Inez Becker and Kathy Canary as deputy town clerks

 

A discussion was held when to interview candidates for the two openings on the Assessment Review Board.  Councilwoman Sieg also asked that each candidate bring references with them to the interview. Town Clerk Hart will call each candidate and set up their interview time and tell them to bring references.

 

RES# 44 SET UP INTERVIEWS FOR ASSESSMENT REVIEW BOARD

On motion by Councilwoman Sieg and seconded by Councilman Argotsinge the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Putman, Argotsinger) 0 NAYS

 

RESOLVED that the Mayfield Town Board approves to set March 2, 2006 at 6PM for the purpose of interviewing applicants for the assessment review board.

 

RES# 45 APPOINT KATHY CANARY AS PLANNING BOARD & ZONING BOARD OF APPEALS CLERK

On motion by Councilman Ryan and seconded by Councilman Argotsinger the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Putman, Argotsinger) 0 NAYS

 

RESOLVED that the Mayfield Town Board approves the appointment of Kathy Canary as Planning Board & Zoning Board of Appeals clerk.

 

RES# 46 APPROVAL OF LETTER FROM SUPERVISOR ALAN MCLAIN

On motion by Councilman Ryan and seconded by Councilman Argotsinger the following resolution was ADOPTED 4 AYES (Ryan, Sieg, Putman, Argotsinger) 1 ABSTAIN (McLain)

 

RESOLVED that the Town Board of the Town of Mayfield approves the letter from Supervisor Alan McLain requesting his salary be reduced to $70.00 per month from the budgeted amount of $915.58 per month.

 

RES # 47 APPROVAL OF HEALTH INSURANCE REIMBURSEMENT

On motion by Councilman Ryan and seconded by Councilwoman Sieg the following resolution was ADOPTED 4 AYES (Ryan, Sieg, Putman, Argotsinger) 1 ABSTAIN (McLain)

 

RESOLVED that the Mayfield Town Board approves reimbursement to Supervisor McLain in the amount of $410.00 per month beginning in February 2006 for health insurance benefits through the end of the year 2006.

 

RES# 48 APPROVAL OF TRANSFER OF FUNDS

On motion by Councilman Ryan and seconded by Councilman Argotsinger the following resolution was ADOPTED 4 AYES (Ryan, Sieg, Putman, Argotsinger) 1 ABSTAIN (McLain)

 

 

RESOLVED that the Mayfield Town Board approves the transfer of funds in the amount of $4,510.00 from A1220.1 (Supervisor’s Personal Services) to A9060.8 (Health Insurance) and $5707.00 from A1220.1 (Supervisor’s Personal Services) to A1220.2

 ( Supervisor’s Equipment ).

 

FINANCIAL

RES# 49 APPROVE TOWN CLERKS/ TAX COLLECTOR REPORT

On motion by Councilman Putman and seconded by Councilwoman Sieg the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Putman, Argotsinger) 0 NAYS

 

RESOLVED that the Mayfield Town Board approves the town clerk’s report with fees collected in the following accounts -  A account $603.16 - B account $769.94 - Decals $1.94

 

 

RES# 50 APPROVAL OF VOUCHERS

On motion by Councilman Ryan and seconded by Councilwoman Sieg the following resolution was ADOPTED 5 AYES (McLain, Ryan, Sieg, Putman, Argotsinger) 0 NAYS

 

RESOLVED that the Mayfield Town Board approves the payment of vouchers in the following accounts

General Townwide vouchers 33-59     $15,645.66

General Outside  vouchers 9-14           $3,647.64

Highway Townwide  vouchers 7-12    $29, 522.10

Highway Outside  vouchers 10-21                        $6,082.54

 

PUBLIC/ OTHER

It was reported that two dogs were picked up from the James A Brennan Memorial Shelter and it was a concern if the dogs were from the Town of Mayfield. Councilwoman Sieg contacted Ag & Market and would report back.

 

On motion by Councilman Ryan and seconded by Councilwoman Sieg the meeting was adjourned at 9:11 PM 5 AYES (McLain, Ryan, Sieg, Putman, Argotsinger) 0 NAYS.
