Body:

A regular meeting of the Mayfield Town Board was held Wednesday, December 7, 2005 at the Village Hall 13 North School Street.

 

PRESENT

Carol Hart, Supervisor

Lois Montanye, Councilwoman

Doug Hill, Councilman

Kathy Sieg, Councilwoman

 

ABSENT: Walter Ryan, Councilman

 

OTHERS PRESENT: Mike Stewart CEO, Rick Argotsinger, Jack Putman, Betty Tabor Historian, Tom Ruliffson, Myrna Hallenbeck, Mike Anich Leader- Herald

 

The meeting was called to order at 5:30 and the accounting of records was completed for Justice Jones and Town Clerk Dorothy Hart.

 

Councilman Hill entered the meeting at 6:15PM.

Betty Tabor, Rick Argotisnger, Mike Anich, Myrna Hallenbeck, Jack Putman entered the meeting at 6:30PM.

 The Pledge of Allegiance was led by Councilwoman Kathy Sieg at 6:30 PM

 

PUBLIC- Betty Tabor Historian reported that the open house at the Rice Homestead was a big success.

 

Supervisor Hart reported that the accounting of records had been completed.

 

CODE ENFORCEMENT REPORT – Michael Stewart CEO submitted his monthly report which included 8 permits had been issued.

 

MUNICIPAL BUILDING- Mike Stewart CEO reported on the signs and locks for the Municipal Complex Building.

Supervisor Hart reported that Scott Brooks is doing a wonderful job on the building.

Also Frontier will be disconnecting the phone service at the Village Hall on December 15th to begin connecting the service at the Municipal Complex Building. A discussion was held on the Village Hall and Town Hall being closed on December 15th thru December 26th and reopen for business on the 27th at the Municipal Complex Building.

A discussion followed on the idea of allowing the fire district to join the town and village on the phone system.

Supervisor Hart thanked Mike Stewart for all his work on this project.

 

HIGHWAY SUPERINTENDENT REPORT- A discussion was held on the dimensions on the road specifications.

 

RES# 173 APPROVE ROAD SPECIFICATIONS

On motion by Councilwoman Sieg and seconded by Councilman Hill the following resolution was ADOPTED 4 AYES (Hart, Montanye, Hill, Sieg) 1 ABSENT (Ryan)

 

RESOLVED that the town board approves the revised town road specifications as submitted.

THE FOLLOWING ARE STANDARDS TO BE MET BY OWNER BEFORE THE TOWN OF MAYFIELD will consider acceptance of a private road for public use as a public highway:

1. Three-rod deeded right of way to the Town.

2. Twenty feet roadbed width.

3. Base of roadbed and shoulders shall be one foot of crushed gravel.

4. Top of roadbed and shoulder shall be one foot of crushed gravel.

5. Shoulder shall measure at least five feet on each side of roadbed.

6. Ditches shall be provided on each side of roadway.

7. In the case of dead-end roads, a turn around in the form as filed with the Town Clerk shall be provided.

8. At least three homes be located on the roadway already and sufficient room for five homes be available (including the three already situated thereon) along the proposed highway.

9. A minimum of three (3) inches of Asphalt Binder properly rolled and compacted to be DOT #403.13 or DOT #403.14 to be properly placed for a total width of twenty (20) feet before any new roadway is taken over by the Town of Mayfield.

A small discussion was held on the new garbage truck that should be delivered near Christmas.

 

Councilwoman  Montanye questioned if the gas pump at the Highway department had been moved and if the town was now getting their gas at the school.

 

RES# 174 APPOINTMENT OF DAVID LUCK AS PERMANENT SANITATION EMPLOYEE

On motion by Councilwoman Sieg and seconded by Councilman Hill the following resolution was ADOPTED 4 AYES (Hart, Montanye, Hill, Sieg) 1 ABSENT (Ryan)

RESOLVED that the Mayfield Town Board approves the appointment of David Luck as permanent Sanitation worker effective 12/07/05 at a rate of $13.13 per hour.

 

A discussion was held on repairing the fence at the Mayfield Bridge.

 

DOG CONTROL OFFICER REPORT was submitted.

 

CORRESPONDENCE

A thank you note was received from the Mayfield PTA for the Youth Commission donation to the Halloween Fun Day

The Youth Commission is sponsoring a Children’s Christmas Festival on Saturday, December 10th from 10-3

 

RES# 175 APPROVE PAYMENT FOR HORSE DRAWN SLEIGH RIDES

On motion by Councilwoman Montanye and seconded by Councilwoman Sieg the following resolution was ADOPTED 4 AYES (Hart, Montanye, Hill, Sieg) 1 ABSENT (Ryan)

RESOLVED that the Mayfield Town Board approves the various payments for the Youth Commission in the amount of $1740.00.

 

REMINDERS

December 28th Holiday Gathering

 

PUBLIC/ OTHER

Supervisor Hart reported that the town had received a justice grant for $4580.00.

The justices had requested getting fire proof file cabinets.

 

The next meeting will be December 21st at the Municipal Complex Building.

A thank you note was received from the Broadalbin Ambulance for the donation.

It was noted that one letter had been received for the Planning board opening.

 

RES# 176 APPOINTMENT OF NANCY DEITCH TO PLANNING BOARD POSITION

On motion by Councilman Hill and seconded by Councilwoman Sieg the following resolution  was ADOPTED 4 AYES (Hart, Montanye, Hill, Sieg) 1 ABSENT (RYAN)

 

RESOLVED that the Mayfield Town Board approves the appointment of Nancy Deitch to the Planning Board effective December 7, 2005 to December 31, 2008 to fill the unexpired term of Mark Myers.

 

A discussion was held on the letter from Adirondack Association of Towns and Villages request for a donation to be used for a study on land uses.

 

PUBLIC-

Tom Ruliffson Highway Superintendent questioned if the court would be staying at their present location or moving to the Municipal Complex.

Supervisor Hart reported that she is planning to do a final newsletter.

Councilwoman Montanye expressed her appreciation to Supervisor Hart for all her work.

Betty Tabor questioned who does all the work applying for a grant.

 

On motion by Supervisor Hart and seconded by Councilwoman Montanye the meeting was adjourned at 7:45 PM 4 AYES (Hart, Montanye, Hill, Sieg) 1 ABSENT (Ryan)
